Interior Cabinet Secretary Kipchumba Murkomen has issued a strong warning to lenders and individuals holding national identity cards as collateral, declaring the practice unlawful and subject to prosecution.
Speaking during the inauguration of Nuu Sub-County in Kitui County on Wednesday , Murkomen said national IDs must not be used in exchange for goods or services.
“A national ID is not legal tender. It cannot be used as security for any transaction,” he said.
He directed all individuals currently holding other people’s identity cards especially informal lenders to return them immediately.

“Anyone holding another person’s ID must return it to the owner. Failure to do so will attract legal consequences,” Murkomen warned.
The CS expressed concern over the growing trend, noting that the practice exposes citizens to exploitation and risks misuse of personal information.
He further cautioned that withholding IDs denies Kenyans access to critical services, including their democratic rights.
“When you take someone’s ID, you are denying them their rights. They cannot access services or even register as voters,” he added.
Murkomen said the government will not tolerate actions that undermine citizens’ freedoms and warned that enforcement measures will be stepped up.
On the political front, the CS also took a swipe at opposition leader Kalonzo Musyoka, urging him to work with President William Ruto.
“There is no need to wait until the end to work with the President. Let us focus on serving Kenyans now,” he said.
Meanwhile, Murkomen said the creation of Nuu Sub-County is part of the government’s broader plan to decentralise services and enhance access at the grassroots.
“We are bringing government services closer to the people to ensure efficiency and inclusivity,” he noted.

He added that a policy framework to guide the establishment of administrative units is nearly complete and will be implemented in phases as funding becomes available.
Murkomen reaffirmed the government’s commitment to improving service delivery while safeguarding the rights of all citizens.
